Capability statement

Twelve competencies, the stack behind them, how an engagement runs, and the company data a contracting office needs.

01 — Core competencies

C-01

Custom software development & systems engineering

Applications, internal tools, case and workflow systems, and the integrations that connect them to what an agency already runs.

C-02

Data integration, pipelines & reporting

Multi-source ingestion, normalization across incompatible formats, scheduled sync, deterministic deduplication and entity resolution. Proven on a weekly pipeline reconciling two unrelated API standards across 78 institutions.

C-03

Legacy modernization & migration

Content, data and functionality moved off unsupported platforms, with URL structure and records preserved and verified against the live system.

C-04

Workflow automation & business-rules engines

Written policy turned into software that applies it identically every time. Rules stored as typed data — an owner can change one without a deploy, and it can execute nothing.

C-05

Web applications & public-facing digital services

Next.js, React, TypeScript and Tailwind with Node.js services behind them. Typed throughout, fast by construction.

C-06

Mobile application development

Native Swift and SwiftUI, plus Flutter where it fits. Full App Store lifecycle, including review rejections and staged re-submission.

C-07

Cloud architecture, databases & DevOps

Schema design with forward-only migrations against live production databases, cloud hosting, scheduled jobs, CI/CD and secret management.

C-08

Security, access control & auditability

Role-based access with enforced separation of duties, deny-by-default authorization, and append-only hash-chained audit trails.

C-09

Accessibility & Section 508 engineering

WCAG 2.1 AA with automated gates in the release process — axe-core across every view and language, failing the build on any violation.

C-10

UI/UX & design systems

Interface design, design systems and identity delivered with the software. Includes WCAG contrast math implemented from the specification, so a brand colour survives rather than flattens.

C-11

Rapid prototyping & MVP delivery

A hosted, clickable artifact fast — so the expensive decisions get argued against something real.

C-12

Operations, maintenance & sustainment

Monitoring with reporting, dependency and security updates, accessibility remediation and enhancements. Retainer or task order.

02 — Working stack

All in active production use. Where the practice is today, not a fence around it — no platform partnership pulls the architecture decision.

03 — How an engagement runs

  1. 01

    Scope

A written scope: what is built, what it will and will not do, what it costs. Nothing starts until it is agreed.

  2. 02

    Prototype

A hosted, clickable prototype first, so requirement arguments happen while changing them is still cheap.

  3. 03

    Build

Short iterations, each ending in a demonstrable increment and a written status note. Automated checks on every change.

  4. 04

    Deploy

Verified against the live system, not a staging copy. Handoff includes credentials, documentation and a walkthrough.

  5. 05

    Maintain

Support, monitoring, updates and enhancements from whoever built it. No ramp-up cost on the second call.

04 — Engagement models

M-01

Prime

Defined application, platform build, migration or prototype. Lean overhead puts budget into engineering, not management layers.

M-02

Subcontractor / teaming

Senior development capacity under a prime. A minority-owned small business self-certifying as SDB — the work counts toward subcontracting goals.

M-03

Maintenance & support

Monitoring, security updates, content and accessibility work, enhancements. Retainer or task order.

05 — Company data

Registered and active in SAM.gov, listed in SBA Small Business Search. Ready to be put on contract without a registration delay.
